Information for internally displaced persons (IDPs) in Azerbaijan

Under the law of the Republic of Azerbaijan, an internally displaced person is a person who has been forced to leave his/her permanent place of residence and has moved to another location within the country as a result of a military invasion or natural or human-made disaster.

UNHCR in Azerbaijan supports the government in finding sustainable solutions for internally displaced persons (IDPs) via Explosive Ordnance Risk Education, legal aid, community mobilization and development and promoting gender equality activities.

IDPs benefit from legal aid and awareness-raising activities carried out by UNHCR’s legal partner. A range of services is provided: from awareness-raising sessions to the provision of legal information, counselling and advice, legal assistance as well as representation before courts, tailored to the needs of the communities and individuals.

The Legal aid and legal counselling project envisage daily legal counselling sessions for IDPs in the project Offices in Aghdam, Baku, Barda, Fuzuli, Ganja, Mingachevir, and Tartar.

UNHCR-funded free-of-charge legal assistance provided by the contracted lawyers based in six cities or districts of Azerbaijan as listed below:

Lawyers in the Turan Legal and Tax Services LLC office are available for meetings or phone calls from 10 am to 5 pm Baku time every day except weekends (Saturday-Sunday) and non-working holiday dates.

All services provided by UNHCR, and its partners are FREE OF CHARGE.
