Do you mean the version that looks like sheets of shaved ice rather than this is the old school ice crushing style? Fairly sure if you want it on the cheap you'll want to get the one with the big metal spinning rod "snow ice" style shaving machines for that consistency but the fluffiness comes from prepping your ice/milk/flavor block.

I love shaved ice during during summers. I've several machines at home to make this. One like the OP, one complete manual, another one like this Doshisha IS-FY-20. The challenge with these home machines is that you can't really adjust the blade height like the commercial machines. The blade is also made of softer metal and can't be sharpened. So instead of shaving ice like the commercial machines, the blade edge crushes it more than shaving it. Also, the ice you make at home in the freezer isn't cold enough so it melts quickly, creating slush that compacts.

For fluffy shaved ice like those ice cafe stores, you need really cold ice, machine that works quickly to slice off a thin layer, and catch the ice shavings with a moving plate so ice does not pile up and compact. When you pour syrup on the ice it flows into the crevices instead of sitting on top. I don't know how to get that at home without fancy equipment.

All that being said, you can try to make shaved ice outdoors during winter. Though I don't like to eat shaved ice during winter. Something else to try is to freeze milk instead of water. Milk adds to the creamy flavour and hides the watery taste of compacted slush.
