I want to understand the rule as to be able to comply. Is bumping a thread spam? You mention necromancy (great term). How old does the thread have to be? What if we post a new thread? How long should we wait?
 
First, it's important to note that there are two (technically three) usages of the word spam: Figurative spam (unnecessary posts), Literal spam (ad posts), and of course the canned meat.

Is bumping a thread spam?
Bumping a thread in the form of "+1" or "Bump" is figurative spam. If anyone comes in with new, relevant information, they should add it to the thread. The exception is necromancy.

You mention necromancy (great term). How old does the thread have to be?
Old enough™.

What if we post a new thread?
Generally, unless a megathread situation has been declared, new threads are fine. Other users will likely direct you to a more active thread if it already exists.

How long should we wait?
If you can't find an active thread and the search functions only turn up inactive or threads from previous versions of the game (like before a patch dropped) - start a new thread.

When you are about to reply to a thread that hasn't seen updates for A Long Time you'll see this infomation above the edit box:

But of course this box is only shown to the person who is about to raise the thread from its grave. Each consecutive replier won't see that box sicne the thread is now "active" again.
And that's when suddenly people (who weren't the original necromancer) accidently start replying to post made months, or even years ago. Because, who checks the date of the post you are replying to?

PS: The term "Thread necromancy" is a quite common one, it even has some funny pictures - that's no invention of Paradox ;)
